Pike Place Market Tour Operator Application Form
A Tour Operator’s license is required for operation of guided tours of the Pike Place Market. Applications are to be submitted using the following form and must include all required supplementary materials. The PDA will accept applications throughout the year; however, the total number of licenses allowed or granted, over any period of time, will be in the sole discretion of the PDA based on its views, which may be subjective, as to the best interests of the PDA and the Pike Place Market.
Applications must be in the name of an entity or person registered to conduct business in the City of Seattle and State of Washington. The Pike Place Market PDA will review the application, and if approved will prepare a licensing agreement setting forth conditions for operation of this activity within the Pike Place Market Historical District. Licensing agreements for less than one year may be approved by PDA staff, in accordance with these policies and procedures for these businesses. Licensing agreements extending beyond 12 months, or for tour operators requesting a waiver of policies, must be approved by the PDA Council.
Conditions for approval of a tour operator’s license
• A completed application
• Separate registration and payment of registration fees for each tour guide employed or associated with the tour operator’s tours in Pike Place Market Agreement. Each registration shall require tour guides to become familiar with rules of conduct and to attend an orientation session on an annual basis.
• Payment of an annual licensing fee ($50) payable through the payment portal on the Pike Place Market PDA webpage.
• Payment of customer access surcharge or percentage of gross sales as determined in the licensing agreement.
Ongoing fees:
. The application fee covers ONE tour per year. An additional access fee of $50 per scheduled tour is required – up to a maximum of $500 per year for 10 or more tours .

The Pike Place Market PDA reserves the right to encourage a variety of tour operators within the Historical District e.g. in order to afford a choice and variety of educational programs for the public. The PDA may in its sole discretion, the exercise of which shall not be subject to challenge, determine when there is a saturation of licensed tour operators and may choose to limit the number of tours permitted under license to preserve other Market activities.
